I think purpose should be the first thing you think about when it comes to rhetorical elements during your writing process. Yes, all the rhetorical elements work at the same time, but how can u know what your audience would be, for example, without first knowing your purpose.

The purpose of my technical description for example was to inform people about a Klein tools wire stripper. After I analyzed my purpose, I then knew that one of my aud9iences could be potential buyers.

I would say that before this semester, I would often rush into writing without thinking about the purpose that much. I found that after the semester, I think about my purpose deeply before writing which helps me organize my thoughts before I start writing.
